Provide financial guarantees to enhance micro, small, and medium enterprises opportunity to obtain the necessary financing through strategic partnerships, national cadres, and innovative technical tools supported by our knowledge base.


Program goals

The Program aims to assist micro, small and medium enterprises in obtaining Islamic financing necessary to develop and expand their activities, and encourage financial institutions to deal with the small and medium enterprises sector in order to develop and grow the Sector to achieve its important role in the national economy through its contributions to the creation of  new job opportunities and development of the least economically active governorates.


The Kafalah Program eyes the ambitious goals of the Kingdom's Vision 2030 and the sectors targeted by the Vision as a strategic goal for all the programs it develops with financing agencies working with the Program and the relevant authorities to enable the Program to effectively develop the small and medium enterprises sector to serve the Kingdom's economy, and raise the contribution of this sector to meet expectations of the Vision.


Commercial establishments are classified into four groups according to the definition of the Saudi Central Bank:

Activities guaranteed by Kafalah program

  • Industrial activities of all kinds, especially those supporting military industries.
  • Tourism and entertainment activities.
  • Trading activities.
  • Health services (private clinics, private hospitals, medical centers, pharmacies).
  • Educational services of all kinds.
  • Activities supporting the export of local products.
  • Creative activities, smart programmable and software, and innovative financial solutions.
  • Agricultural sector supporting activities (plant and animal production, agricultural greenhouses, pest control).  
  • Fishing activities such as fish and oyster farms and fishing.
  • Transportation and communication services.
  • Business ancillary services.
  • Cleaning, maintenance and social services.
  • Commercial Franchise companies that can be treated as independent projects with due regard to the activity type as detailed above.
  • Construction and building (construction works, maintenance and operation, sub-contracts of all types).


Provided these activities directly support the Saudization Programs and create new job opportunities for qualified Saudi cadres.


Activities not covered by Kafalah program

  • Activities that do not fall within the scope of the definition of small and medium enterprises.
  • Activities that are inconsistent with the Kingdom’s Vision 2030 and the state overarching policy.
  • Speculative financial or real estate business, in addition to financing projects.
  • Activities that violate laws and regulations prevailing in the Kingdom of Saudi Arabia.
  • Persona and real estate loans.
